Until last season we didn't have many issues with the Rule-V draft, and I'm loathe to have a subset of players ineligible due to Commissioner Ruling, while the OOTP engine has those players eligible. It creates confusion for GMs. However, last year's Rule-V was a disaster with the game not properly applying the rules for Rule-V drafts. I'd be more comfortable, after seeing last year, with applying an age limit as a way to catch egregious Rule-V errors without having to regulate each player one-by-one.

I'm not a fan of creating an age limit on Rule 5, though I don't like the game-related errors it can cause. I obviously wasn't around for the issues last year, so I can't comment on the experience in this league. Typically the issue is around players that you sign to minor league contracts, possibly those not signed via the draft. However, there are plenty of real-life scenarios that a 22 year old could be eligible for the draft. Just my 2 cents... I'm cool with whatever the vote turns out to be.

We had players drafted like 2 years prior turn up as eligible. Also, players under a certain age when they were drafted get an extra year before they need to be protected and the game wasn't doing it. It was a really frustrating process. However, yes, if a player is signed as a 16-year-old, then conceivably yes, they should be eligible for the draft and this would eliminate that. I'm willing to work on changing the age to a lower age as well.

I switched to no. I think a better way to do it might be to require GMs to research the guys they put on their list. If they see something odd, they can raise it with the commissioner. If they draft someone who is ineligible, they lose that pick.
I voted yes to the change, but I don't have a strong feeling. I think it depends somewhat on what it's like to administrate and whether there are any unforeseen side effects.
