I brought this up in Slack, but it should have a place in the forums that is more permanent. There should be a way for nations to increase or decrease their quality. The game doesn't have any mechanism for doing it, but it's possible to change qualities manually within OOTP.
First of all, of the 8 nations that currently have the highest baseball quality, I think 6 of those should always keep that no matter what. Having a situation where the United States dips in quality could have very strange effects, and I don't think people signed up for a league where the best draft picks are 1.5 stars because the US has suddenly artificially sucked at baseball.
As such, the US, Japan, South Korea, Mexico, the DR, and Cuba (I believe these six, plus Puerto Rico and Canada are the highest quality baseball countries) will always remain the highest quality. These are the five host nations for leagues in this universe, and the DR pumps out the most international prospects to the US) and will be locked where they are. I believe this preserves the integrity of the PBA while fun things change at the margins.
As for other nations, they will have opportunities to increase their quality. These opportunities will be checked every two years.
1) If a country makes it to the Finals of the WBC, it increases in quality
2) If a country 's quality is Fair or lower and a PBA player makes an MLB All Star Game, it increases in quality.
3) If a country's quality is Average or lower and a PBA player wins an MLB MVP, it increases in quality.
4) One random country increases in quality.
There should also be ways for nations to decrease in quality, though they should be a bit tougher.
1) If a country does not win a single game in two straight WBCs, it loses quality.
2) One random country decreases in quality.
Finally, I believe the WBC nation teams are locked, which isn't fun. Any Nation that has at least 30 players should be eligible, if not to be in, then to at least be considered. I'm thinking the last place teams from each pool the previous WBC, plus any nation with 30+ players, are randomly selected as entrants for that year's WBC.
