To give teams another avenue to find talent, I'm open to slightly increasing the scouting budget baseline. Right now the baseline is $8 million with a $24 million cap. I propose making it $10 million with a $30 million cap. That figure would be in line with the proposed Development Budget tweak, would provide greater accuracy in scouting, and could help find random scouting discoveries. I'm also up for other suggestions.
