In the early days of the PBA we had a draft lottery, until it was voted out several seasons ago. We've had a few years without the lottery, but I wanted to propose bringing it back.
The main reason for not having one, as far as I can tell, is that it guarantees bad teams have a chance to be compensated with a high draft pick. Without tanking, there isn't a case of teams being purposefully bad and therefore no mechanisms needed to prevent tanking.
The case for the lottery is that we do have forms of tanking. Bad teams don't export frequently, nor do they build competitive rosters. We had four clubs lose 106 games or more, with several clubs on pace for 120 losses until the very end. The lottery keeps teams more honest, and is a little bit of chaotic fun in the offseason.
