Right now I think the league is optimized for competitive free agencies and fair contracts as a result of Contract Extensions not being allowed until teams have at least 5 years of experience.
Some GMs say it's easier to retain players if extensions can be offered to players a year earlier, allowing smaller markets to be more competitive.
The effect of earlier extensions will likely include a little bit cheaper contracts for players at a younger age, as well as a diminished free agency market.

Would the two years of arbitration remain as a condition? (I'm trying to think if/how often that might happen.)

For most players, two years of arbitration would equal a 5-year service clock. We COULD only allow early extensions for those Super 2 players who went through early arbitration.
