Right now teams can trade away draft picks. Teams also lose draft picks when they sign compensation free agents. However, when teams sign compensation free agents, they lose the highest pick available. Therefore, if they say, trade away their picks in the first three rounds, they don't have a huge penalty for signing a compensation free agent. This is a fact some GMs want changed.
Note, that there aren't many Comp Free Agents that are signed each year, and there should be fewer going forward with our extension rules likely to change a year from now.

I think it depends what exactly the new rule would be. Just based on that description I’m not really sure what specifically the changes I’m voting for or against are.

Don't have a strong feeling here, because sometimes we close loopholes that most teams don't use. But I think Jake's solution gets at this a little more directly.
