Right now teams can trade away draft picks. Teams also lose draft picks when they sign compensation free agents. However, when teams sign compensation free agents, they lose the highest pick available. Therefore, if they say, trade away their picks in the first three rounds, they don't have a huge penalty for signing a compensation free agent. This is an issue some GMs want changed.
Note, that there aren't many Comp Free Agents that are signed each year, and there should be fewer going forward with our extension rules changed.
This question comes up often and we had a three-way poll last year that depressed results. I'm taking the two top answers from last year and re-polling on the draft issue this year.

I voted yes. This makes signing comp FAs easier. I'm not sure that's necessarily a good thing. But I know tracking draft pick trades is a big headache, and making that simpler is a benefit.

I voted no because the Dodgers voted yes. I agree with Ben, removing the pick penalty will make it easier for teams to sign FA's. Right now, some guys w/ comp tags go unsigned until the tag is removed on opening day. This would increase the number of teams vying for FA's and probably result in a more robust market and exciting off season.
