There have been several teams that have become top tier teams simply by pouring $36 million into development. They've seen all their prospects hit, and a few random explosive development jumps have resulted in heaps of talent.
This isn't necessarily a strategy I want to restrict, but I think it's worth reeling in the ceiling of that budget. Hence, why I propose changing the Development Budget Baseline from $12 million to $10 million, which would result in the development max going from $36 million to $30 million. I'm open in the comments to anyone having a different amount.
