We've gotten low response numbers for low polls for awhile now, so the process for voting will be tweaked.
From now on, there will be an assumption that 25% of the league will simply not vote in these polls and will be passive participants in anything provided. That effectively means for voting purposes, the league has 24 members, not 30.
When a rule is proposed, we will still need a majority of league votes to pass a measure. That means, 13 votes to pass a new measure outright. If there are 12 votes, commissioner has the power to break the assumed tie.
If a rule gets shot down with at least 13 NO votes, it will not be proposed again for 5 seasons.
If a rule doesn't get 12 votes for or against, and fewer than 3/4ths of the league votes (fewer than 18 votes), the measure will be determined to be inconclusive and will be proposed again the following season.
