This is a pet issue of mine I bring up from time to time. Right now there's an artificial advantage to teams who simply have large stadiums. IRL there are myriad factors that influence stadium size, with smaller stadiums often attractive aesthetically which impacts attendance. In OOTP, that isn't taken into account. Large stadiums are always better as there's no cost for upkeep and more fans = more revenue.
I've concepted a plan to allow for teams to increase their stadium size in a way that's very gradual and based on both on-field and financial success.
If a team makes the playoffs in four of five seasons AND earns a profit of at least $5 million in four of five seasons, then they are allowed to increase their stadium size by 5,000 seats. The maximum allowed stadium size would be 60,000 to prevent stupidly large stadiums.
