In the constitution it says you'll hold a lottery among the bottom 14 teams to determine draft order for the following season, and that the lottery will be held when the draft pool is released. Can I suggest the lottery be held in the offseason, so those teams can figure out how much to set aside for their draft budget? The difference in signing bonuses between a #1 and #14 pick is potentially several million dollars.
